reportRoomMaintenanceIssue opens a MaintenanceRequest with category (plumbing, electrical, hvac, furniture, appliance, structural, cleaning, other) and priority (low, medium, high, emergency).

reported → assigned → in_progress → completed → verified, or cancelled. Update with updateMaintenanceRequestStatus. Cost and vendor details go through updateHotelMaintenanceCommercial.
