Inpatient beds and admissions
Reserve beds, admit, transfer, discharge, and turn beds over.
Route: /dashboard/platform/inpatient.
Bed lifecycle
available → reserved → occupied → cleaning → available. out_of_service removes a bed from use. Bed status is changed only by workflows.

An admission needs an open or in-progress encounter. A transfer needs a different destination bed. Reservations move active → consumed, released, or expired. BedOccupancyEvent records every assignment, transfer, and release.
Facility setup (wards, rooms, beds) is on /dashboard/platform/facilities. Room types are private, semi_private, icu, and procedure.
